Why can’t I change characters?

How switching works during missions
Some missions use character switching as part of their design. When a switch is permitted, the game may highlight another protagonist or prompt you to change perspective. In other missions, the wheel is restricted to protect the scripted sequence.
Rockstar's PC guidance says that tapping the relevant shortcut key can switch immediately during missions that support the feature. Do not assume a locked wheel is a controller fault if the mission has not yet enabled another viewpoint.
How to change your GTA Online character
Switching between Story Mode protagonists is different from selecting one of your GTA Online characters. Rockstar allows up to two Online characters on an account.
- PS5, Xbox Series X|S and GTA V Enhanced on PC: open the Pause Menu, select Online, then Manage Characters.
- PS4, Xbox One and GTA V Legacy on PC: open the Pause Menu, select Online, then Swap Characters.

Can you play as only one protagonist?
